qpopper is used to allow other machines to access the Linux machine for
gathering e-mail.  You would still, BTW, need to use sendmail or another
MTA (I suggest sendmail, tho).

And, yes, Linux makes a great file/print server for Windows computers.
You would need to configure samba to do that.
