You typically create it with 'pnpdump > isapnp.conf', then edit
isapnp.conf.

If you're looking for it on your previous drive, you'll need to mount
that drive (say under /mnt/old_drive), then look at
/mnt/old_drive/etc/isapnp.conf.

Sounds like maybe you don't have the 'user-enable' bit set on the
dialup device.  I forget where it's at.  RedHat has a netcfg script
that has a checkbox "Can users bring this interface up and down?" and
you want "Yes" there.
