You must pass vigerious physical and mental tests.  You must withstand
hours of physical torture and mental agony.

Or... you can volunteer to be on the ACLUG committee, and find someone who
knows how to add you to the list (i.e. not me :-)

As for the web server question... You don't need to be connected to run a
web server.  You do need to be connected to the 'net if you want anyone to
be able to access it (anyone not on your computer or your local network,
anyway).
