[aclug-L] chmod 777 /dev/modem

I don't understand why I must chmod (as a super user) my modem each
time the system is 'booted' before 'normal' users can use the modem
with minicom.  

Is it something I'm doing wrong?  Is there a good place to put
commands such as this?
