I found the following commands a useful tool when configuring the modem:

cat /dev/ttyS0 &         (or /dev/cua0 or other serial devices)

followed by

echo "AT&F"  >  /dev/ttyS0  (or other modem commands)

this probably won't solve your problem but it makes it easy to communicate
with the modem and help figure out what is or isn't happening.
