Been there, checked that...
All is well there. I have a directory named "public_html" in my home
directory (permissions are drwxr-xr-x, I have a file called index.html in
the public_html directory.
The error indicates "Forbidden, you don't have permission to access ..."
What do I check now???

In the web server configuration file srm.conf you'll find a line that
reads:
UserDir <name of user directory>
The <name of user directory> is usually, by default, public_html. If this
is the case user web pages will be accessable if they are in
$HOME/public_html and this directory is world readable.
