This is a matter of web server configuration, so the answer depends on
which web server you are using. If you are using apache version 1.2.x,
then in the srm.conf file you will find the following:

UserDir <something>

The <something> is a directory name that specifies the directory, in
the users home directory, where the server will look for files when it
gets a URL like http://server/~user.

Setting up users ability to have cgi scripts is a bit more complex,
but similar.
