Look in /proc/interrupts for what interrupts are in use, and in
/proc/ioports for assinged IO addresses.

NOTE:  These files only tell you what the Kernel is using, so if you
have some hardware that is not being used by linux, you may still have
confilcts, but it should be a good start.
