As a workaround to the window resizing, I made a shortcut key binding to
maximize the active window. This fills up the screen display exactly,
so the xemacs window actually shrinks in size to be mazimized.

To do this:
 - double-click on the wprefs editor (the lowest icon in the default
toolbar. (looks like a zig-zag ball with a pencil on a green background)
- slide the configuration toolbar slider to the right until you see a
keyboard icon.
- click on the keyboard icon.
- click on "Maximize active window" in the list below the toolbar slider
- click on the "Capture" button
- click on the text entry window
- Press "Shift+F2" to bind the maximize command to the Shift and F2
combination keystroke.
- click on the "Save" button
- click on the "Close" button

To activate the changes,
- right click on the desktop background to bring up the applications list
- select the Exit entry from the list
- click on Restart
