The HTTP headers for the result from such a URL include:
Content-Disposition: attachment; filename="offlineimap_5.99.12.tar.gz"
so the client ought to work out what the filename is. Firefox, for instance,
does.
If that's not sufficient, you could instead refer to the files in Debian,
which appear at packages.debian.org and the Debian mirror network about 24
hours after appearing on software.complete.org.
