Goto

   http://kmail.kde.org/

then click on "Bug Tracking: Open Bugs"; you'll get a listing
of open bugs, so you can check whether you have a duplicate.
If you don't have a duplicate, there's an "Enter New Bug"
link at the bottom of the page.

In general:

  1) find the actual project home
  2) find their bug tracking link from their home page
  3) review what's there, then add your bug if it's not
     a dupe
