Make sure they aren't being started from inetd. Check your /etc/inetd.conf for
netbios-ssn and netbios-ns to see if they are listed there. I don't know which
distribution you are using, but Debian gives you the option of starting at boot
or from inetd, configuration set at installation.

Check your /etc/init.d or /etc/rc.d/init.d directory and see if there is a file
called skeleton. If so, you can use it as a template to create startup scripts
for your daemons.
