Why don't you want to use chroot?  That's the kind of thing it's designed
for.

I use ProFTP and I think it's the greatest thing since sliced bread when
it comes to FTP.  I have over 30 users, all logging in as the same real
UID (the web UID, so all the files can be manipulated by the web server),
but with their own unique username and passwords and own restricted
directory.

ProFTP does the chroot thing itself, though, when you specify a
DefaultRoot or Anonymous section, for instance.  If your ProFTP
installation is showing you the root directory when you log in and you
don't want to see that, you just need to modify the config file to get
what you want.
