[gopher] OverbiteFF build 1423

Stegozor found a bug in fr-FR and I also received an nb-NO locale today, so
there is now an OverbiteFF 1423. This is the same as 1421 except it has the
rebuilt fr-FR and the new Norwegian locale. There is also an FF2 version.
