[Freeciv] What is this smallpox thing about?

Hi,

I read about that smallpox thing in the mailing list every now and then.
But I have not the smallest clue, what might be referred by that term?
Is it the distance of the cities to neighbouring ones? Or is it indeed
related to pox?

If that matters, I am using freeciv 2.0.1.
