AFAIK...

Citizens are divided into specialists, happy, content, unhappy, and 
angry citizens.  content and happy citizens become workers.

In other games, citiezens are divided into happiness categories before 
being divided between citizens and workers.  This is clearly superior 
IMO.  Certainly the current method won't work for a MoM compatability layer.
