Mongolfier invented an aerostat, not dirigible. Dirigibles became popular
in last quater of XIXth century. IIRC, first appearing in 30s of XIXth.
As scout unit dirigibles were used in wars at end of XIXth - begin of XXth.
As bombarding unit - Zepellins in 1914-1918.

Dirigibles contain of 2 parts: aerostatic cilinder ("cigar") and engine.
2 prereqs: "Aeronautic" and { "Steam Engine" | "Electricity"}
"Aeronautic" is similar to "Steam Engine" (but some easy).
So, Steam Engine would be good prereq, IMHO.
