[Freeciv] a question about cmdlevel

I am running 1.14.0 on mandrake.

Here is my situiation:

  I start up a server,
  type cmdlevel hack first
  or cmdlevel ctrl first
  then I start up a client
  connect to my server at localhost
  try to start the game through the client

My question is:

  What do I have to do to get the commands to work via the chatline?
