I wouldn't say so.
One could take the potential spot and iterate through all the 21 tiles 
around it to count the maximum possible amout of resources to be 
gained, but:
- this won't take later transformation/terraforming into account
- hard to decide on whether you should consider offshore-platforms 
4000BC

I guiess it's an AI-wise question?
