[Freeciv] techtrees for freeciv

there has been a request for a techtree. here is a link:

this is an (quite nice) standalone program, so it may be out of date 
(though what has changed since 2000?)

a quick glance shows that dwp didn't anticipate the demise of 'rulesout'.

It would be really nice if somebody would look through the english version
of the data file and see if everything is still good, and then send the
file to freeciv-i18n if it's been updated. We can release a new version
forthwith.

Or perhaps rulesout should be reimplemented...
