This may happen when you start your own civserver.
It says it will not announce itself on the "metaserver",
which is the civserver announcement board at

  http://meta.freeciv.org/metaserver/

Either you are not strting it with the -m option or some firewall setting
prevents it from connecting the metaserver.

What are you trying to accomplish?  If you want to play on the servers at
pubserver.freeciv.org, you don't need to start your own civserver at all.
If you want to play solo on your own civserver instead, you do need to
start civserver, but uyou don't need the metaserver or pubserver.
