The http_proxy variable just makes the metaserver work.

To really play Freeciv through a firewall, you need to allow
outgoing connections to port 5555 (or 5550 - 5570, depending
on which port the server you want to connect to, runs) on
the firewall. This may interfer with your firewall policy, though.

But you can still play local games, of course.
