Mike Jing has actually tried this and he drew the same conclusions.
(See last December/January's archives.)

We have also discussed changing the building or maintenance cost of
things, as you are propoosing.  It is easy: just edit the ruleset
files.  It is less easy to implement on civserver.freeciv.org, for
there is no way for players to find out about the ruleset they are
playing with.

But nobody is reporting results on playing with different costs for
units or buildings.  Also, Mike Jing's eventual proposal to combat
smallpox, which is implemented, documented carefully, and which has
been running on civserver.freeciv.org for some time, hardly draws any
comments.

I conclude that Freeciv simply doesn't have a big enough user base!
All technical proposals are going to fail if there aren't enough users
to evaluate them.  So the best thing we can do to combat smallpox is
to provide better support for Windows ...

We can set up games with alternative rulesets on civserver.freeciv.org
if you like, if you can find the players to test them with.
