Noting the problems with AS, I was thinking about what happened 
historically with trading advantages. It seems to me that generally
those not on the big win side of trade usually ended up at war
with the one who was winning. Think Spain/Portugal/England around
the time of the discovery of South America. We saw the use of 
"privateers" (read state-sponsored pirates). Or England early in 
the early 20th, or the USA late C20 with the cold war.

So perhaps make the radius of effect of AS equal to the distance from
your capital (or the wonder) to the nearest country you are at war 
with. Or were involved in a conflict with. So if you're attacked
in the city that has the wonder the radius of effect that turn is 
1 square, but if there is world peace you get the benfit in all your 
cities.

That way those who don't have the wonder just have to keep sending
units into the territory of the AS owning player and attacking things.
Spies or paratroops seem like good troops to send :)

Doing that would mean that the wonder would be useful but would 
require a substantial investment in defence (to keep the enemy troops
far enough for the wonder to be useful). And after paratroops it would
become only marginally useful (only the city that owns it gets much
use from it)

It would perhaps be a little tricky to code, but then I haven't looked
at the code, there should already be distance-to-capital code for the
corruption etc.
