[Freeciv] The Beginners' FAQ is back

The Freeciv Beginners' FAQ is alive and kicking - well, in the
strictest sense it's more alive than it ever was :-) since it
is now a weblog (so you can post questions and answers in real
time and they will be archived).

The ``face page'' is still at the old URL, but the FAQ is at
http://zope.gf.com.br/lalo/freeciv/bfaq/ (I will eventually
move the small introduction in the ``face page'' to the new
location, but not now).
