[Freeciv] New CVS snapshot for Debian

I packaged a new CVS snapshot, it's available at my home dir in
Master (the URL linked to in the site last time I checked).
http://master.debian.org/~lalo/freeciv/

It's _not_ going to appear in Debian's experimental area because
I forgot to tell it so in the debian/changelog. Duh. Perhaps I
fix it and upload again this week, but perhaps not.
