[Freeciv] FREECIV RPM

Uploaded this morning were the FREECIV RPM packages for the new 1.8.0
version. It is split in two parts. The server and the client have been
split so that servers can be run independently without being bothered by
all the dependencies that the client creates.

The packages have been created for Intel, Alpha and Sparc platforms. They
should appear both on the Red Hat developers server and the contrib server
of Red Hat.
