rather, a different nation than yours (in Civ II)

As for the 0 gold / turn, it's mainly because your city or the other is not big 
enough yet, or maybe also because you didn't respect the 3 rule upper (i.e. 
establishing a trade route on the same continent ...).

Well I don't play Freeciv yet, just Civ II ...
