[freeciv-i18n] Status of translations

Dear Freeciv translators,

Freeciv has been localized to a total of 24 languages, to various 
degrees. An amazing feat no commercial civ games have ever achieved!

17 of these are currently maintained:
Catalan, Czech, Danish, German, Finnish, French, Italian, Lithuanian, 
Dutch, Norwegian, Polish, Portuguese, Romanian, Russian, Swedish, 
Ukrainian and Simplified Chinese.

7 are at the moment lacking maintainers:
British English, Spanish, Estonian, Hebrew, Hungarian, Japanese and 
Brazilian Portuguese.
