To the freeciv-i18n list: we have a Catalan translator for the code.

I have changed the group settings on the *.po.* files in ~freeciv/ftp/latest
which means translators can now update these files on cvs.freeciv.org.
(It would be better to let them be owned by the correct translator
but I was lazy.)

I have also updated  http://www.freeciv.org/l10n.phtml  for Catalan.
This is a separate step that I forgot.

We have to replace all of this - all the information can be obtained
from the *.po.* files themselves.
