[freeciv-i18n] Two bugs in ruleset files

CVS 23 SEP 2002 patched
1. In a standard freeciv game, the rules are based on the
history ruleset, not the default. I.e. even when I have
rulesetdir = default in civserver, obviously the rules
from the history ruleset apply (Riflery a.s.o.).
2. The history ruleset is not i18n'd. I have made a patch
which includes the data/history/* files into POTFILES.in,
but it doesn't work for me - I was beaten by the gnu tools
mysteria. Even after autogen.sh && make, make de.pox,
de.pox doesn't contain the new entries, freeciv.pot does.
I attach the patch anyway.
