  Need for this patch first came up when I played with ruleset 
containing two ocean types. Triremes were not allowed to deep ocean. It 
made no sense that city with no access to "Sea" (but with access to 
"Ocean") could build triremes.
  Ruleset could limit what land units ocean city can build.
  It's a shame that this patch does not limit building of "Wheeled" 
units outside road network. City center tile always has roads, so it's 
native terrain.
