If intervening against two nations of equal strength (similar score)
the Peacekeepers are hostile against both. But if one is significantly
stronger it is considered 'genocide' against the weaker part, and the
Peacekeepers are hostile against the stronger nation only.

Cities conquered by Peacekeepers are ceded back to it's original owner
at the end of the peacekeeping operation (maybe a set number of
turns).

Technically the Peacekeeper player could be handled like a barbarian
nation in most respects. The UN flag would be the obvious choice -- we
could even use the 'Humanitarian' nation I posted in PR#18232 as it
is.

What do you think? Is this a worthwhile idea?

They seem rather implausible. Where would they and their superb tech come from, if not from existing nations? If there was the possibility to conclude a sort of 'global pact' to establish a UN peacekeeper force, then maybe. We would also need to consider whether it would merely slow down certain victories, rather than actually being fun.
