Updated ruleset: 

*Changed some grammar and wording in legend
*Removed the following leaders because they still pursue political
careers (Freeciv policy) - Joaquín Almunia Amann, José Antonio Ardanza,
Ricardo García Damborenea, Juan José Ibarretxe, Javier Madrazo, Jaime
Mayor Oreja, Arnaldo Otegi, Patxi López
*Removed conflicting nations - Spanish and French are very different
nations from Basque; the city lists have minimal overlap.
*Formatting

Note that the flag and shield are generated from the SVG now.
