That is because trade routes are too powerful at present. You forgot to
mention the added bonus to Palace in Monarchy. Communism at least used to
be very popular and useful in the past, both in multiplayer and
singleplayer.
I suppose that might help communism out, although I don't think it
would help monarchy any. Probably the only situation I could ever see
that useful is a very early war, but you can do that in a republic by
just cranking up the luxury and tax.

It is a single-player wonder.
Yeah, I guess it doesn't matter that much.

Forts are now useful in extending borders and getting extra vision (more
than cities), especially for largepoxers.
