I agree it's bad to overwhelm players with information...that's actually
my point.  The information is there and if that's the rule then players
need a way to see how many airlifts are used/available.  Hence, that is
a bad rule.

For now I will just fix the existing code by removing the broken
conditional.  This allows only one airlift/turn out of a city but any
number of airlifts into a city.
