[Freeciv-Dev] (PR#15169) cannot claim my own island

In the attached screenshot, two tiles on my island are claimed by the enemy.

1.  I am at war with this player.

2.  They do not have a single unit or building on my island.  Why do 
they get to claim these tiles?

3.  I cannot find any way to reclaim them (without invading).

4.  I cannot build cities on these tiles (see #1).
