[Freeciv-Dev] (PR#14788) Tolkien tileset

I uploaded a vastly improved version of this tileset - again known as
'Tolkien' (more catchy) - to the ftp's incoming directory.

It still has rough edges (most notably the roads) but overall looks very
good!

Some examples of improvements:
-Now using Amplio units.
-Remixed HiRes cities, with bonus 'supersize' Modern and Postmodern size
>20 cities.
-Added outlines to special resources to make them stand out.
