Shouldn't that be
"*Keijo (Seoul)" ; in Japanese city list
"*Donggyeong (Tokyo)" ; in the Korean city list
"*Miklagård (Istanbul)' ; in the Viking city list

That is, the place being flagged is to avoid making the local name?
