There is a bug in FreeCiv v2.0.5 that causes the science rate to be
reported incorrectly.  It may possibly stem from how the science rate
is caclulated.  When there is not a technology being researched, it
may report the research speed to be well over 100%.  The image file
shows the percent that is reported.  The OS is XP and it's the GTK
version and it was the pre-compiled windows packages.
