[Freeciv-Dev] (PR#14417) Thracian nation

Another missing nation that was in the board game.  Finding a flag
form was rather hard, as apparently they invented a dragon standard
that was three dimensional, and used like a wind sock.  But I found
suitable pictures, and (locally) used dracones_04.jpg as a base:
