Not many more than ten, is my suggestion.

The biggest excesses are in Irish and American nations IMO. Central 
European/Slavic nations also tend to have very long lists.

We should perhaps make it a policy to prefer leaders that actually made 
a political career. However, on the other hand, if we decide on adding 
the Civ4 feature of "Great" people, Yeats would make an excellent 
"Great Artist" for the Irish. :-)
