I think we have reached agreed standard quality for all nation files 
now, so I'm resuming the project of creating a Norwegian nation.

Attached is an up to date patch and Norwegian ruleset. This is the 
first patch I made with svn diff, so I hope I didn't screw it up 
somehow.
