Windows GTK2 2.0.6

Install problems on Windows, as reported elsewhere in RT, are not all
gone.

I have tried to install the GTK2 version on Windows XP SP2 (german
locale) as a *user*. The install suggests
C:\Programme\Freeciv-2.0.6-gtk2 as install dir which lacks some write
access. The installation silently goes fail. Links are created on the
desktop and in the start menue, but they do not work. Windows XP
suggests to search for civclient.exe but does not find anything.

When I choose
  C:\Dokumente und Einstellungen\Christian\Freeciv-2.0.6-gtk2
as install directory it works and Freeciv can be installed and run by a
user.

Installation as *admin* works without this workaround.

In *both* cases, the Uninstall leaves a big tree of nested empty
directories, including all locales, behind.
