[Freeciv-Dev] (PR#14132) Data: Nation overhaul step 2, conflicts

Using Mateusz' new code, this patch apply more conflicting nations.

The historically conflicting nations are:

Bavarian -> German
Silesian -> Polish
Spanish -> Catalan, Galician

However, the majority of conflicting nations in this patch are nations 
with similar flags. Hopefully this will remedy the problem somewhat.

Also, took the opportunity to add Serbian nation to Medieval group.
