Open them both in a graphics editor (gimp) and zoom in.  The mars flag 
shows some anti-aliasing along the boundaries (generally creating a 
1-pixel-wide purple color at the boundary between blue and red).  The 
phoenician flag has no boundary.  This is because the image width is a 
multiple of 2 but not of 3 so there is an exact pixel boundary for 
phoenicia but not mars.  In the shield flag however the phoenician does 
have some anti-aliasing.  There's no bug here and looking in the nation 
dialog I can see no problem.

There is a slight inaccuracy however in that the total width of the two 
rectangles slightly exceeds the image's total width.  This makes no 
difference in the rendered PNG however.
