[Freeciv-Dev] (PR#14078) Art: Cleaner and smaller Assyrian flag

The current Assyrian flag is huge - file size-wise - since it's 
directly generated from a bitmap image.

I used potrace to trace a monochrome outline of the flag design from a 
Free image. Then I added missing elements and colorized it. For 
practical reasons, I left out the light red insignia at the top middle 
of the flag. You can often find the Assyrian flag represented without 
that insignia anyway.

The resulting flag image is not perfectly balanced or anything, but 
definitely better than the current one and good enough for the game. I 
think. :-)
