[Freeciv-Dev] (PR#14073) Client/GTK2: Another variant of the diplomacy dialog

This patch affects the GTK2 diplomacy dialog and is a variant of 
current one:

The flag and accept/deny image is moved from the second row (below 
Clauses field next to the leader name) to the first row where the 
nation name is.

Two reasons:
- The flag is closer related to the nation than the leader.
- This way, there's more room for very long title+leadernames.
