[Freeciv-Dev] (PR#14035) Data: Improved Swedish and Danish nation

This implements the changes to Swedish and Danish nations outlined in 
ticket #13918. It is an intermediate step towards the creation of a 
Norwegian nation and a true Viking nation.

In addition, I've taken the liberty of translating the lengthy comment 
in the Swedish ruleset to English, to conform to the standards 
stipulated elswehere. There are a few comments in other nations (e.g. 
Polish) that needs translation too.
