I've noticed that putting a negative number in production_*_bonus, does 
work. But only in part: it is correctly calculated, and values below 
zero are clipped to zero - but it is not correctly displayed, since in 
the city view values <=0 are often displayed as "9".

I think that if they are counted as "0", they should be displayed as 
"0", too?
